Stephen was recently Senior Research Scientist – Assessment and Technology at CRESST-UCLA . His work focused primarily on several projects for the U.S. Navy. Stephen has worked as a Program Evaluation Specialist for Virginia Beach City Public Schools and Director of Research, Assessment, and Evaluation for Wichita Public Schools. He is also on the Board of Directors of the Consortium for Research on Educational Assessment and Teaching Effectiveness (CREATE).
Earlier in his career, Stephen worked independently as a subcontractor designing, developing, and/or editing several pre-NCLB state assessments, including those for Georgia, Michigan, Missouri, and Texas. He also served as the project director on the English, writing, and social science components of the Stanford Achievement Test (8th Edition) at The Psychological Corporation after working at RMC Research Corporation and being one of the founders of Advanced Systems in Measurement and Evaluation (now Measured Progress). After earning his Master’s degree in Research Design at Boston College, Stephen spent an additional four years pursuing his doctorate in the Educational Measurement and Statistics program at the University of Iowa. He began his career in education as a high school English and social studies teacher in Randolph, MA; Charlotte Amalie, USVI; and Catskill, NY.
